The persuades are based on level AND paragon/renegade. The higher level the more para/rene you need.
At lvl 30 you more or less need 100% to get Morinth.
I just finished my 3rd playthrough and i got 100% Renegade and about 50% paragon, you must have chosen many neutral reactions since your bars aren't higher.
Try respeccing to the option that gives +100% para/rene and see if you can get Morinth. (Or maybe you already have).

i was a level 23 vanguard playing on normal (not NG+) when I had the same problem. My renegade bar was around the same as yours and I couldn't choose to kill Samara (same as your screen).
Then, I went back and loaded the save and spent some of my skill points so that I could be evolve into a champion (+100% renegade/paragon) and then it worked. Being a champion maxed out my renegade bar. Hope this helps

This persuade system does my head in.
I got the option on my first playthrough no problem. NG+ and I can't. I was trying to experiment with the dialogue choices, I remember previously having a Renegade check pop up about 'asari house music', can't reach it on this playthrough. Otherwise, I pass the first two checks in the apartment but don't get the third one.

Very strange indeed. I just finished a full renegade playthrough two days ago and I was able to recruit Morinth using only renegade dialogue. My game was not a NG +, but a ME1 lvl 58 import. Can you provide some more specific information about what you did during Samara's loyalty quest? Which people did you talk to in the VIP bar to trigger Morinth and what did you say to them?

I'm my first playthrough (ME1 save import) I was full paragon, and I can choose between Samara and Morinth, but in my second (Full renegade), I didn't have enough renegade points...I think, because in the confrontation between Samara and Morinth he automatically kill Morinth... Whyyyyyyyy???? xD

I just recruited Morinth about an hour ago and my Renegade bar was barely just into the 5th bar. Just followed the Renegade options and was able to do it.

This may not be a bug. I can't vouch for paragon but you have to have 100% renegade to recruit Morinth when on a NG+. On my NG+ Samaras loyalty quest was the last I completed. I had a renegade score of about 95% but still wasn't able to choose the 3rd renegade option in the conversation with her. To test if it was a bug or not I used an ini editore and set my renegade points to 100%. The 3rd conversation option was available and I was able to recruit her on NG+. It coule be intentionally more difficult on NG+ or it could have been an oversight in the formula used to calculate the required points.
Maybe the Bioware staff will look into this in any future updates or for ME3?

Oh, screw it, I'll explain, just in case the OP's still hanging around here, and still hasn't figured it out by now:
(Short version is at end of post.)
The Paragon/Renegade system works on a percentage based system. Basically, each dialogue choice in the whole game has a number of Paragon or Renegade points to give you. At each Charm/Intimidate decision point, it then adds up the potential number of Paragon/Renegade points that you could have received by that point, and compares it against the number of points that you actually received. So, say that you could have obtained 100 Renegade points by the time Morinth tries to seduce you, but have only managed to accumulate 65 points out of the required 80 for the decision to be available to you. However, if you had gone truly Renegade on some random dialogue a few missions ago, you might have obtained those points that you need now.
Long story short: You haven't been Renegade enough for the option to become available; it's not a bug, the Paragon/Renegade system is just different to ME1's and they didn't even tell us about it.<_<

I commented on an old thread cause no one had a definitive answer yet. We understood there was a point requirement. The point requirement for Morinth is much less on the first play than on NG+. That's why everyone was having problems. I had only half a bar left on my renegade to max it out and still wasn't able to recruit her on my NG+ but had no problems on my first run through even though paragon nor renegade were maxed.
