Can you use your teammates powers to count for these achievements (like in ME2), do you actually have to have the skill?

I mean I know you have to get the kills yourself with the weapons, but I don't see why it wouldn't count to select your teammates warp or hack.

No, you must have and use the powers yourself. There is an easy way to get the achievements however. You will need an Engineer character build and a Sentinel character build to get them all. All of the power achievements can be earned by simply "casting" the power. Some people say you need a target of some kind so I used the Rapid Transit Terminal on the Citadel. I saved my game, cast the power at the terminal, and then reloaded my game and repeated 74 more times. It is quicker to reload than to wait for your power to fill back up. There are two powers that must be cast at enemies and they are both with the Sentinel build. They are AI Hacking and Neuro Shock. I simply went to the Citadel and got to the part before you fight Fist. When you get to the room before Fist save your game. Now tell your squad mates to stay back and enter the room and back up against the wall. Wait for the turrets to raise up and hit one with the AI Hacking power, then wait for Fist to come out in the open and hit him with the Neuro Shock power. Reload your save and repeat 74 more times! It is time consuming, but it is quicker than playing through the whole game. I also kept track on a piece of paper each time I reloaded so I knew how much further I had to go. Hoope that helps.  The first aid achievement can be earned by using the gel and then reload and use it again!
