Just based on the shape of the hoods they wear, I'm guessing that they do have hair. If they didn't I would assume they would have gone with more of a smooth fitted helmet.

I assumed they were just part of the suit, as there are tubes connected to Shepard's helmet in at least some circumstances. I also assume that the headcloth females have hide these tubes. So I am not certain if they were designed to "evoke" hair.

I can't help but notice the way female quarians have a kinda scarf-wrap drapped over their helmets, giving the vague impression of long hair, as has been said. Tali had this in ME 1.
I read some fan speculation that living in their suits for 300 years would mean they are all bald but I don't think that's enough time for any kind of natural genetic mutation to make its way through breeding and affect the entire quarian population.
I'm hoping for hair. Hell if they have scales or tentacles I don't really care. Tali is still awesome.

Look up matted hair on google or watch Animal Rescue and see what happens to dogs that go years without grooming. It's not pretty.
