I don't think they have hair but they aren't bald. I picture them having tentacle things kinda like what the Asari have on their head. But they aren't bald.

There are many types of "hair" even on our planet. They could simple have hair that is a lot thicker/more robust than human head-hair and slower growing. Something like this wouldn't be ruined by a helmet or require much care.
Or they could have something that is equivalent of hair, just like Drell have this ridge at the side of heads that gives an impression of something equivalent to an ear.
Just making Quarians bald would be even less creative and more dull than the space-elf option.

Well it's not as if they just strap Tali down and inject her with gene mod juice. I imagine they test the procedure on samples from the client before they do anything permanent.
