No offense intended, but I think this rendition is horrible. It looks far too human, and seems to be based on the Night Elves from WoW. The Quarians should at least look alien, not like some copy of a WoW character
Minus the extra set of nostrils I think this probably the best rendition of what Tali might look like under the mask:

With the Illusive Man, we can see his face and know: Okay, that's what's going on, that his eyes glow & why they glow.. No questioning there. With Tali & other Quarians, we don't have that luxury. As I said, it's more likely Bioware's way of giving us facial points of reference for the Quarian race and nothing more. Don't get me wrong, I'll leave room for the possibility of there being either a natural occular glow going on, or something along the lines of what is going on with the Illusive Man.
