Perhaps some people can link to where the writers have said Quarians are bald? Also Batarians are covered in a very fine layer of fur.

No offense intended, but I think this rendition is horrible. It looks far too human, and seems to be based on the Night Elves from WoW. The Quarians should at least look alien, not like some copy of a WoW character
Minus the extra set of nostrils I think this probably the best rendition of what Tali might look like under the mask:

The codex actually states that that's a myth. Hell, Tali actually says something about it on one of the elevator rides in ME1.
As for quarians having hair, I'd say yes they do, but both genders wear it short because they're stuck in those suits all the time.
