How big a patch it would recquire is really the heart of the issue.  To me the fix that Stengahpolis suggested and which I supported in the OP seems relatively simple...

But: my conception of AI programming is based less upon fact and more upon HAL 9000.

If Bioware released a statement saying something like... "We'd like to fix this; but it would take 1500 manhours" then I would be completely willing to accept that fixing it simply wouldn't be feasible and drop the issue.

Still, I'm rather skeptical that fixing this would neccesitate  "a very big patch".

Well, apparently I never noticed it before but the squad members change their ammo powers whenever I put on squad cyro ammo. No matter what setting I have it on. :/. Hopefully a fix comes out for this, but I doubt it will come anytime soon.

Just wanted to point out I just did a big update to the info in the OP including better instructions on how to remove squad talent points using the Gibbed Save Editor for PC or 360.

Hmmm... I just fired up the game and it downloaded a new update for ME2, although it was apparently a rather small one (in file size at least) since it downloaded really fast. I'm gonna cross my fingers and throw a few more tests at the squad AI to see if they've figured out how to use their ammo.

The update was for fixing up the double hack glitch. It was similar to the doube resource glitch in mass effect 1. Except it was for hacking terminals and datapads and such for credits. Didn't make a difference though, your money was the same in the end.

You're wrong on that one, I just tried the double hack glitch and it worked.  But; far more importantly...

I THINK THEY ACTUALLY FIXED IT!!! 

I just took Garrus and Thane out to fight some Blue Suns Mercs; both with their ammo powers unlocked and with active power use turned off.  And at the start of the fight I equipped Squad Disruptor Ammo and neither of them overrided it with their own ammo. 

1: They didn't override when they targeted an enemy whose shields were down as they normally would.
2: They didn't override when I directly ordered them to target an enemy whose shields were down.
3: They didn't override after the last enemy dropped.
4: They didn't override when I moved into a different area (IE it required a loading screen) in the same mission.
5: And when I switched to squad cryo ammo they didn't override the Squad Cryo either.

Finally to double check, I restarted the mission with Jacob and Jack; both with their ammo powers unlocked and neither of them tried to override my squad ammo either (Disruptor or Cryo).

My Hat's off to the Bioware Programming Staff.   Muchos Gracias.


PS: On a side note, I fail to see why they would even want to patch the double hack glitch.  It doesn't crash the game or corrupt save files and no player that goes to the extra effort of using it would ever complain about its presence.

Sometimes, after doing his loyalty mission, his bonus power is still locked

Yep, now that my squad knows how to use their ammo powers properly, I'm actually finding their ammo powers a lot more useful than I used to, except for Shredder Ammo of course which is still worthless.
