Interesting theory. I've never thought of that. Although to be fair, 'You're more valuable as a prisoner' isn't very specific at all.

They sell prisoners. It's likely he was going to be captured and sold to the shadow broker. Thats probably why he chose to detain him. Warden Kuril yells during the final battle that he could "have lived like a king" if he had sold Sheperd. Who commands money like that? The Shadow Broker.

I assumed it was the Collectors. The technology they offer in exchange for their requests would be enough to make Kuril rich enough to live like a king.
