i just started a new character, and I am following the shapeshifter build suggested a couple of topics down. Strangely, the spell i am using, seems to be casting faster since i boosted my strength.. also, i want to know if this is true, so if any of you could try this out as well, that would be great

Not that I know of.  Make sure your not being buffed by another npc.
