Not that I've noticed. When you complete the Retrain Powers Research Project, you're taken to Shepard's Squad Screen to re-spend your powers. Since you're on the Normandy, you have no access to anyone elses Squad Screen, and the Squad Status screen at your Private terminal doesn't allow you to mess around with your squad-member's Sqad Points. There is, quite literally, no way that I can see to access your Sqadmate's powers at any time while on the Normandy. If there is a way, then please inform the rest of us so that we can start using it.
As for me, I'll support the first option (give us a way to retrain Squad-members' powers) and the last one (give them the extra Squad Point after the loyalty mission, but don't put it in their Loyalty skill).
The first option would be amazing. I actually had to completely restart the game recently because I'd messed up Miranda's Squad Points, but had no way to reset them. If there had been a way to re-spec Squad Points, I wouldn't have had to restart; a simple respec and buying a few pieces of gear, and I would have been set.
I suppose I should add a /signed to this, but I'd think that my statements above have made my support on this rather clear.

I was actually talking to a friend recently about this. Since even if you put your squad on power usage off, they will still use ammo powers it made me unable to use half of the people in the game. My squad ammo powers would be countered by the retards much less effective power (since I didn't put anything into it)
Since Garrus, Thane, and Jack's loyalty are all ammo powers we are forced to have them equipped even if we do not want them (like me) and therefore can't use them if we get their loyalty.
A quick fix for this would be to allow us to retain squadmates with a research power, or just make the retrain powers clear everybody's powers, not just yours.

rev25 of the save editor has a button under toolbox that refunds all squadpointsfor henchmen. Easy way to fix a henchmen you messed up on or to get that point out of their bonus skill (I'm looking at you thane).

Very nice, emb, but that only works on the PC. For those of us on the 360 version, attempting to mess with programming would likely get us banned from XBox Live.

Signed, in addition to the problems with ammo powers listed above this is also part of the reason Miranda is bar none the most useful squadmate available, since she is able to max out both warp and overload with slam lvl 1 thrown in for good measure. If all the other squadmates had the option of maxing out their two uppermost skills, things would be different (Jacob is a special case, seeing as he sucks).
Altering the 'retrain powers' project to reset the skills of all squadmates is probably the best option. As has been mentioned, the total achievable points isn't documented within the game and it's very easy to make mistakes when distributing points for other reasons as well. It's not a gamebreaking bug but it sure is annoying the first time you play through. As an added bonus this would allow you to train away from ammo powers ****ing things up

I totaly want to retrain my teammates. I don't want to restart my save just to change team squad points especially since I got all upgrades and that took a long time. I'm definitly up for this.
