I agree that FemShep's dialogue isn't even the slightest bit subtle (she flirts with EVERYONE!), but then she's been dead for 2 years, is walking into a hell she will likly not walk out of, has been abandoned by most of the peopel she ever knew, and (depending on ME1 choices) has been unceremoniously dumped by her lover. I think if I were in the same position, I'd be like 'OK. I know what I want and this time I'm taking it, dammit!'. It never bothered me, because I think in ME2 there is so much more urgency to the mission. Noone in ME1 knew for certain they were headed for death. In the beginning, it didn't even seem like the threat was that big. In ME2 they all operate on the principle that they are very likly to die (even those who won't admit it). I think it comes over in a lot of Shep's dialogue with TIM, so it never bothered me in the romances.
If Shepard just wants to "scratch an itch", then all she has to do is take Kelly up on her offer. Kelly's intro is, after all, "Hi! I'm your yeoman, and I do a lot more than just pass you messeges." To just blatantly throw it out to everyone (in such a crass manner, the dialog was not even discrete), I think was not in character. I play my Shep as being direct and taking the inititve, but also not so blatant as to hit on a subordinate (Jacob) in such a crude, potentially morale damaging way (sexual harrassment, anyone?).
As far as the being dead and ressurrected thing (or red-glowing facial scars thing) goes, I would have loved to see some sort of storyline about how Shepard is dealing with that (but that is a totally seperate discussion). I can see it changing her outlook on things, but we never get a chance to explore it, so i just carried on with her personality from ME1 as best I could and guessed about how it would change her.
But! that is part of the problem with the current romance dialog choices, they do not give us a lot of leeway when it comes to our perceptions of "our" Shepards' behaviour.

Hopefully in ME3, we get the opertunity to develope a romance from where we left off. Shepard can only have her heart stamped on so many times, dammit! (unless she bedded Jacob. That was pure sex)
