for people not in Canada and just want the gamerpic, just make a Canadian XBL account and download it. I just used my Canadian account and got it on my American account now.

its really easy to do.  I have an American account (Primary) and silver accounts for Canada, UK, and Japan.

This has to be the first time Bioware and Microsoft have done something specific for Canadians. So glad I got an Xbox version of ME2 as well.
