I would assume that once you've used the content code to unlock an item(s), that its available for all subsequent play throughs.

O, so we have to purchase the item in the game in order to use it? We don't just enter the code before we start up the game and in the game we automaticly receive the items?CoS Sarah Jinstar wrote...
As far as I've figured out, all of them. As the CE items all seem to be something you aquire later in the game per play through. I would assume this also applies to items from vendor preorders and the various rings (like Lucky Stone for uploading a character to the social site) as well.

A. They would all be low-level gear that you probably wouldn't be using at the end, or
B. They would entirely break the game balance at that level.
It's actually preferable that you get the chance to buy them later - similar to the Robe of Vecna etc. in Baldur's Gate.

I'm 99.9% sure this is how it works, the items are sold by a vendor at a reduced gold cost, which makes sense to avoid overpowering new characters.
