The Citadel (either the Presidium or the Upper Wards), Eden Prime (after it's been rebuilt), Elysium, or Terra Nova.
Illium would be nice, too, but the asari kind of weird me out. I don't think I could handle living on a planet where 95% of the population is asari.

The Citadel, or the Asari home world.
Pretty much the two most advanced places (besides the Salarian home world) in the galaxy, and crime is damn near nonexistent, very low key on the Asari home world. And the Asari take their freedoms and privacy seriously.
I would lose it with the turians or the Salarians. Turians have to much of a group mentality and Salarians are busy bodies of the umpteenth caliber.
