She did the best acting through both entire games in my opinion. Tali critically relies upon her voice to convey nearly all emotion. Liz delivered.

I was a huge fan of the Illusive Man. I thought Martin Sheen stole the show. I turned on Cerberus in the end, and I am against TIM in the story, but Martin Sheen nailed the role.

I think Martin Sheen does an excellent job of making you not want to trust him. There's just this arrogance that turns you off to him.
I also think Yvonne Strahovski does an awesome job with subtle emotional nuances as Miranda.

I thought Miranda's VO was really good, as well. The Illusive Man's voice was cool, especially his barely contained anger at some points. Also a bunch of minor characters had very fitting and interesting voice acting.

Mordin was probably my favorite. And even though he was a minor character, Simon Templeman (the Quarian admiral who supports war, forgot the name >_<) did an awesome job.

For a minor character I felt Udina's actor did a perfect job for his character in ME1, though in ME2 I'd probably agree with Tali being the best-voiced.
Mordin was also great, and I love Steve Blum as a Krogan.

This is tough since all of the voice acting in this game is outstanding.

Tali, absolutely, but I also liked Aria, despite her minor role, and also as funny as it may seem I do seriously think that the Asari bartender voice actress was excellent and not only that but the animations given to her during her dialogs, the way she moves and walks around, it's just SO natural and well done, very good acting there as well, and despite not liking the character itself very much I would say that Grunt's acting is good as well (both the voice actor and the character's own animations).

MaleShep/Mark Meer also improved a HUGE deal IMHO, not that it was terrible to begin with, but it really came along in the second one I thought. Renegade felt more badass, Paragon felt more nice.

I thought Martin Sheen as Illusive Man, Liz Sroka as Tali, Mark Meer as MaleShep, Mordin's VA, and Garrus's were all great.

Liz Sroka is just frigging awesome. I love what she has done for Tali. Her voice is perfect, and I would not have it any other way.
Garrus is hysterical in the Biotic God part (if you bring him). He sounds so glib and it makes me crack the frick up.
Miranda...I kinda like her. I am not a fan, but she's all right. I am slowly warming to her. She's calculating, too willing to kill, but I don't think she is expressly evil, just entirely too pragmatic. I did not like that she killed Wilson, and I was not liking that she was so ready to off Niket, but at least (if you Paragon interrupt) she would have regretted it, and she feels badly that he was murdered by that asari wench. She's an enigma.
But Tali is, far and away, my favorite character in the game.

Tali's/Liz's voicework and personality remain superb. Her lines deliver the most believable emotion, and her loyalty quest was extremely well done, populated by actors I wish had bigger roles in the game.
Mordin/Michael's was gold pretty much the entire game, but that's as much due to the dialogue that was written for him.
Martin Sheen was actually the biggest disappointment for me. He's a terrific actor without a doubt, but this sounded like a paycheck reading.

I really don't like Mark Meer's acting ability, but he DID sell me when he told Tali to 'hurry. Captain's orders.' It sounded genuine and sincere. Precisely how it should have been if we are to believe that he and Tali are in love. I would also agree that he sounded more cordial when he was being Paragon. I do not do renegade, so I cannot tell you otherwise.
