Mordin above everyone else. Especially in his loyalty quest.
Aria was pulled out very well too.

Mordin's voice acting was excellent. Especially the part with the female krogan, the voice actor managed to get in some great pathos while still doing the whole odd speech pattern.

My favourite voice actor was probably Seth Green, if only in combination with Tricia Helfer. The two of them bickering like school children was great.
Also, when you got to the migrant fleet, did anyone else think "Oh crap, it's admiral Morrigan! The galaxy is doomed!"

I hated Garrus's voice-acting in ME2! He sounded like he was from "Joisey".

For me, every single VA in the game did a superb job. I really can't narrow down to favorites.
Actually the first thought that popped into my mind was "I wonder how many Morrigan/Loghain fanfictions will be made after this..."
The idea is rather disturbing.

I can't think of many lines that were delivered in a way that made me go "Urghh" or "Hmmm". Some of the dialogue was brilliant, but a great script still needs talent to make it work and, for me anyway, work it did.

I think many players have found moments in the dialogue that have engaged them. Maybe it made you smile or laugh, maybe it made you go "Awwww" or even "Grrrrrr". Sometimes this can come from a dialogue between Shep and a character, sometimes just a background remark or conversation.
There are some things I would have liked to have seen...or rather heard. Claudia Black (Morrigan, Admiral Daro'Xen vas Moreh) as Aria might have been interesting, maybe thats just me.

Maggie Baird as Samara was very well done. The cast of ME2 was awesome. Samara, Mordin, Aria and Tali stood out to me. However, just having played Dragon Age before ME2 I thought the DA actors could have changed it up somewhat, not complaining at all though. All in all great job!

I think all the voice actors did a good job.
The only real issues were some of the lines for both male/female Shepards. But the amount of dialogue they had its understandable that not every line would be great.

Tali was certainly good. I don't agree that she was the best though. I think It's a tie between Garrus and Mordin for the best voice acting.

I have to place my vote on Jennifer Hale, she did Wifey's femshepard incredibly well - though at opening scenes she seemed a bit lagged I must admit.
Mordin however, heh he was top-noticed. Felt bad when he dead in my 1st playthrough.

In that order. All had superb voice acting. I don't know why so many say Maleshep's voice was so much better this time. The voice acting was upped a notch for this game, so his substandard performance is all the more glaring. Don't get me wrong, I love ME, but I really wished they had replaced the actor for Shepard.

Mordin. Hamster on coffee! Superb writing and superb voice acting. Even on very emotionally dark parts (like Krogan female thing) the voice actor was able to deliver the darkness without forgetting Mordins hyperactive speech pattern.
Tali. Due to lack of facial expressions in game (other than body language) she has to communicate her emotions with voice, and Liz Stroka definetly delivered without single drop of overacting. Superb.

Illusive Man blew everyone else away. All the Quarian admirals, Tali, Garrus and Mordin had some great voice acting as well. Seth Green did a good job as well.

Ok, so I saw someone said they thought they heard Anthony Simcoe (D'Argo from Farscape), and I'd have to agree that the guy argueing with the warehouse worker in the Citadel really does sound like him.
I also think the the Asari bartender on Illum sounds alot like Peri Gilpin (She played Roz on Fraiser).
