Stone Prisoner keeps showing up as Unauthorized for me. I have tried every single fix I have seen listed and not a single one has worked. Somehow I managed to get it working, but then I found that the game was no longer connecting to the internet. The moment I logged in, Dragon Age disabled access to Stone Prisoner.
This is insane. I have Stone Prisoner. I have the code. I have it right there in my profile for registered game promotions. But I cannot get it to work while I remain online. And that makes downloading new DLC rather difficult.

Is your Dragon Age Content Updater service running? Try manually starting it before you start the game:
1.) Press the windows key + R (or click Start and then RUN) and type in services.msc and press ENTER
2.) Locate the Dragon Age: Origins - Content Update in the list of services.
3.) Right click it and select START

And now I just purchased the Warden DLC and it won't download, nor will it register I own it.
So I tried to start the service. Only to get an ERror 2, system cannot find the specified file. I think I know the source of the problem. Incorrect reg keys because of a file move. And as I found through a google search, you previously said that the best way is to reinstall the game.
Oh joy.

I have an better way to fix that now. See Section 5 of the DLC In Game Erros FAQ for instructions on how to edit the registry so its looking for the service in the right place.

I goofed the install enough that I might as well reinstall. I had originally installed in the wrong folder and I wanted to consolidate everything into a single EA folder. I used a reg trick to move Dragon Age. But it didn't catch everything. Might as well start from scratch so all registry settings look in the right location.

Besides, its 95% installed right now.

Reinstall doesn't always seem to update the Content Updater service location, so double check after its done.

All four DLC items are in the download que, Warden is at 5% already.

Alright, so I have a new problem. All the new DLC is downloading just fine. But Edge, Stone Prisoner, and Blood Dragon are refusing to download.

So I was able to force them all to download, except Stone Prisoner. The rest were qued up but had a Download button. So I was able to download them. But Stone Prisoner is stuck in "downloading" and there is no option to force the download, nor will it download. And I already tried deleting the download cache.

Do they show up under Installed Content? Reinstalling won't delete already installed DLC, unless you deleted your My Documents\\Bioware\\Dragon Age\\Addins folder in the process.
If they're not installed, make sure and check Download Previously Purchased Content in on the Online Options Tab.

And even with Add-Ins empty and clearing the download cache, Stone Prisoner still showed up in the download que, stuck.

I assume you've restart the game while doing all of this? (I had to restart a couple of different times to get everything unstuck recently when I accidentally deleted my addins.xml file.)
You could try manually downloading it.
http://na.llnet.biow..._CP_2_1.0.dazip
Right click on the above link and select “Save Target As”, or the equivalent in your browser. Save the .dazip file to your computer. If your browser tries to rename it to a .zip file, rename it back to .dazip after download.
Find the daupdater.exe application, it is usually located in the bin_ship directory in your Dragon Age Installation (For example C:\\Program Files\\Dragon Age\\bin_ship\\daupdater.exe) Double click on it to open it.
Click on Select DAZIPs. Navigate to where you have saved the .dazip file and open it.
Now the .dazip file will appear on the Install tab. Select it on the list and click Install Selected.

If its installed and enabled, then all you really have is a cosmetic problem. You could just ignore the fact that there's something stuck in the download.
Or try deleting these files:
My Documents\\Bioware\\Dragon Age\\Settings\\Manifest.xml
Everything under C:\\Users\\All Users\\BioWare\\Dragon Age\\DAUpdater
