Mass Effect is sort of a victim of it's own greatness when it comes to characters. Going into the 3rd game in the series we now have a cast of roughly 16 characters who have appeared in your squad (this is counting some who may not longer be alive Kaiden/Ashley or not picked up Samara/Morinth). Not only that, but it also has a huge cast of supporting charcters that we've all invested in (Joker, Anderson, Dr. Chakwas, etc).
The sad reality is that when Mass Effect 3 hits it seem unrealistic that Bioware will put every possible available team member from past games into your squad, plus add additional new members as well. I think we all kinda know this and as such that's why we have threads on top of threads dedicated to the preservation of certain characters. This is especially true when you consider that the entire team in Mass Effect 2 may have died in the final mission, sure a lot of us will pry load up a save with everyone alive, but there are some people out there who may no longer have access to Tali, Thane, or Garrus.
If I was going to guess on how Bioware will approach this I would bet that they will make some basic changes to the way the game handles your squad. You will still be Shepard and you will still have a collection of people to choose from on missions this will consist of some returning members (probably Liara/Ashley/Kaiden at least) and some new ones introduced for that game so there are new stories to tell.
Where I think ME3 will differ is going to be on returning cast. I think they will use these returning characters in individual missions, they will play an active role in the overall story, but maybe only be a squad member for one mission (think the loyalty missions, but with a charcter you don't normally pick).
I'll use Wrex as an example to better explain my point for a hypothetical mission.
Let's say Shepard is trying to amass an army to fight the Reapers, knowing the Krogan would be a great ally you go to Tuchanka and speak with Wrex (obviously will be different if he died in ME1). As is usually the case Wrex is willing to help, but there is a remaining Krogan clan preventing him from fully unifying his people and he wants your help to take out their leader.
So begins a story mission where Wrex will join your party with an additional teammate of your choice, once done you get the loyalty of the Krogan and Wrex stops being a squad member. Although might be back at end game to play some sort of role.
I think this smaller approach to some of the cast (while maybe not what everyone would want most) would at least allow them to still add new characters and feature almost all the old. Obviously in this example they get to include and feature a character a lot of people enjoy, but might not be around for all players without having to commit the resources to a full on squadmate who would need dialog and story throughout the game.

I could actually see that working. Would at least be preferable to having your entire squad cameo-ed again. You'll probably get a handful of new people as the "base" squad then go interact with all the past members on "recruit this group of people" type missions.

You never know, reading back over it later I see some major flaws with it, so I suppose I will just trust that Bioware knows what they are doing.

In all likelyhood we'll get Tali and Garrus back yet again seeing as they have fan groups so large that there would be a significant dip in sales if they weren't included, but for everyone else?
Liara's coming back since she was plot shielded, Kaiden and Ashely are going to stay butthurt, Wrex will probably be involved in a major mission helping you rally the Krogan people to your cause...
