Ok so I figured it out, I don't know if this is common knowledge but in case it isn't I thought I'd share and hope someone can benefit.
You can alter things like merchant's inventories in a game 'in progress' and be able to enjoy the change without having to start all over. But for it to take effect you must edit the savegame file, or the thing being edited must not have been encountered/visited by the game in question. Open the "save game.das" which is found by default in the My Documents\\Bioware\\Dragon Age\\Characters\\"Character's Name"\\Saves\\Slot_? with the toolset. Expand the SAVEGAME_AREALIST list and search folder by folder for the area in which the object is that you have modified. I altered Bodahn at camp so I'll use him here as an example. There are four different listings possible for the party's camp, cam100ar_camp_plains, cam104ar_camp_arch1, cam110ar_camp_arch2 and cam900_endgame. Each area denotes a different point along the storyline, and once you have unlocked each successive area the previous ones remain in the SAVEGAME_AREALIST folder, so if you are editing something like Bodahn's inventory be sure you're addressing the proper area.
When I changed merchant inventories I wasn't able to affect a change to a game already in progress, and I remembered having had this problem with other games in the past. The problem is that in a game where the world is for the most part persistent, where changes are saved and apparent for any length of time, the game will load up an area when first encountered and save a copy to the save game itself so that changes like things you've sold to Bodahn always being there to buy back for instance. So you have to delete the area from the SAVEGAME_AREALIST, this will cause the game to regenerate the area pulling the new info in what ever change you've made. And voila you have altered a game in progress.
Now I must warn you, I only did this with my camp. I had concerns that deleting entire tows/cities from the area list might undo certain plot events or just destabilize the game altogether, So I would reccomend backing up any save game before trying this of course. Also, and this is important, if you intend to delete your camp from the area list you should be aware that, Levi Dryden, if still present in the camp will cease to exist and you will no longer be able to access his DLC quest. So either begin his quest, far enough for him to leave camp, or wait until you have completed it altogether.
Anyway, sorry about the long windedness. It's like I said I just wanted to put this out there for someone else's benefit or for any ideas I may not have come up with on my own.
I figured this out while tinkering and hadn't seen this info elsewhere. I thought I'd share.
