Yes, it gets unlocked for the Landsmeet quest. Until then you'll have to be patient..

I've just started Landsmeet, all my companions are hanging out in the Arl's Estate and I still can't get into the Alienage.

Have to get farther after u escape/break into Fort Drakon i think thats what i did... im stuck on alienanage boss now
