Ya he's a Reaper, has big golden eyes and stuff. My only complaint was that his voice was more emotional and less scary than Sovereign's voice.

Actually...I think harbinger was possessing the general, but the reaper at the end appearing as a hologram was actually a second reaper. If you listen closely the audio for the two is a bit different, and after the first says: "YOU have failed, we'll have to try something else" or whatever, then harbinger releases control.
