As for me, Miranda's for the emotional engagement and fight, Tali's for it's depiction of Quarian politics and Grunt's, for visting Tuchanka and seing Grunt fufulling his potential.

Grunt's mission is my least favorite for a few reasons. I did not bring the correct heavy weapon and was not able to kill the thresher maw in the time limit. The next time I did bring a correct heavy weapon and killed it in under a minute. It was a good societal look inside the Krogan but I find it lacking in real opening up Grunt's character. He is like baby Wrex and I would still prefer to have Wrex.
Miranda's mission which was very good still felt like a missed opportunity. A more direct confrontation with her father would have revealed more. Also I would have liked one that either loosened her more from Cerberus control or made her accept more of the success at any price philosophy that seems to inhabit Cerberus.

Mordin: For all ME's talk of shades of gray, it's shown best with the Mordin character and the genophage. Note, the Legion decision is a good one too.
Tali: Well, she's the best voice actor and is the most likable character overall. No one except perhaps Xen was all that crazy.
Garrus, Samara, Thane: These were all pretty conversational and had decidedly non-shooty elements. Gathering info at a club, blocking a sniper shot, spying on people. All of those are cool additions to ME gameplay.

From an interesting combat standpoint...Grunt's (good melee enemy action to prep you for Husk swarms later in the game), Zhaed's, Miranda's (Vanguards are interesting enemies).

I loved just completely beating down the admiralty board in the trial, it was rather exciting!
And i just plain love Garrus, so for me it was just so heartfelt when i tried to save Garrus from himself as my paragon femshep, and as a renegade maleshep i was just happy to be like sure man, lets go make this guy pay for what he did to you.

Runner up would be Mordin. By far the most interesting new character, you learned a lot about him, and it dealt with shades of gray.

Agreed. Mordin's was some deep ****, and Tali's was also very deep and interesting. Both had great dialogue and the whole thing with the genophage and the quarian cause offer great choices to be made.
Garrus was def fun, combat wise and dialogue wise. It was awesome and seeing the whole sniper scene go down in one motion like it did. Like how Shep could of got that dude killed at any moment, did he want Garrus to take the shot? Or do I keep talking to him. It was a gripping scene that had me on edge.
Samara's was a lot of fun as well, beating up thugs at a bar, the whole dance routine, etc..
And Thane, the whole interrogation scene was great, really engaging and in the moment, esp the interrupts.
