Is it better to gatter minerals as you find new tech?
Gather minerals before you find them thus stockpiling?
Find all new tech, gather minerals as you see fit
Or gather minerals and research ALL tech?
Research and such

What I did was complete all main missions except for the final one, all side missions, and all loyalty quests. After that, I've been systematically going system to system and sucking the planets dry of resources, then buy ALL upgrades. I haven't actually beaten the game, but its working so far

Not enough money in the vanilla game to buy all the upgrades, you need an extra 300,000 credits to get them all (this can be done by importing a "rich" shep with the long service achievement) . On the other hand the game has more then enough resources to get all the "free" upgrades, strip mining all the planets is unneeded.

In fact, strip mining more than you need costs money that you can't recover.
I usually mine only when I need to. So far, I limit myself to locations I can get to for free (Mass relay points) or have to go to anyways. That saves on fuel. It also breaks up the mining requirements, which I find far more boring than the Mako ever was.
I limit myself to Rich planets, and have managed to get my probe count to around 13-18 per planet. I don't take any hits (unless I'm desperate) less than 5 bars.
