What?. All games have elements in development that are planned, but ultimately cut. There are hundreds of reasons why, but the usual ones are either;
a) They ran out of time/resources to properly build and test the package (some content might remain).

The content didnt fit with the balance and themes of the game.
c) The content was replaced with something superior.
No matter how people spin it the Hammerhead and co were not finished before release. They just were not. Simple as that. BioWare and EA had decided on a cut-off date for the game to go gold and be sent for printing. Like any company, BioWare had to manage development and prioritise development of some elements over others.
I wouldn't be surprise if the Hammerhead was planned from day 1, but when push come to shove they ran out of time. What we got in ME2 was the best they could do. Thankfully, they can add extra content that would have been cut via DLC.
I'm not saying that all DLC for all games is cut content. I'm saying that the DLC we're getting, if it was cut, was cut because it was unfinished at the time, not because BioWare felt like ripping it from the game to screw gamers.
