No, unfortunately she doesn't quite say it. You're left with a very strong feeling that she loves Shepard though by the end of the romance.

Random thought: Miranda is the only female LI you don't have to rescue at any point. You save Ashley from the geth on Eden Prime, Liara on Therum, Tali on the Citadel, Freedom's Progress and Haestrom, and you break Jack out of jail. Nothing similar for Miranda.
