I think that if we do ever get to deal with him, we'll be able to find something - after all, this idiot was horrible to his daughter, he likely has some other skeletons in the closet too. I believe genetic engineering is illegal - he could be charged for that.
As for what he actually did - In my personal scenario, he set her up to be raped because he thought the stress would trigger her biotic abilities. The thing that haunts Miranda to this day is that it did - it was the reason she escaped. She ran away because she found out about the setup.
While he could be charged for that, the punishment probably wouldn't be commensurate with the crime.

In more general terms, you can create a genetic template, but what comes of it is still shaped by the environment to a large degree. As a rule, no trait becomes exceptional without being constantly challenged.
