Well TIM has an edge over Shep and Miri in my opinion. He has remained undetected while getting stuff done via his agents, who don't know where he is. As long as he has Cerberus, Miri and Shep would need to turn to Alliance in order to keep Orianna safe.

Some high ranking opertives know where TIm is and have even met him.

Mirianda, Paul, Pel and I forget but i think Liara also met TIM, I don't know for sure about Liara. Most likely Jacob has met TIM in person and Kelly is most likey that girl who gives TIM that datapad. They look similar and have red hair.

Most cells he would contact through chanels that would warn him if a cell went down and give him time to react
Also he would have many hideouts that only his most trusted and senior memders would know about of which Miranda was one

Paul knows the them ajor company that funds Cerberus as he was working for that company for TIM in Asscension, plus he knows alot about the spies in the Allience. While he might not be dangerous in combat, he is very dangerous because of his information. He also knows what happen to that Tara Firma guy that disappred.  Miri is also a threat because she could easly tell Shepard where TIM. Both Miri and paul are dangerous in there own right.
