What I am afraid of is the whole "RPG start from scratch concept", I really hope Bioware tries something new and allowes players to continue with at leas a majority of the squad from ME2. Like Garrus, Tali, Mordin, Legion, Thane, Miranda, Jacob and possibly Grunt. Samara, Jack and DLC characters will go their own way. So maby add a couple of ne characters but don't make the game about recruiting new team mates but rather getting old ones back....Ash/ Lenko/ Liara etc.
But I guess there needs to be content for the losers who couldn't bother to upgrade their ship or do the loyalty missions or that choose Jacob as the Tech expert! What i mean is the people that get everyone killed!

depends if they have metadata on what people have done. if 90% of people who've completed the game have, say miranda and jacob loyal and alive, then it is more likely they can weigh development efforts to bring them back. if not... well it is still the final part of the trilogy, i just don't see BW having the time to do material for 10+ squaddies plus all the new ones they'll have to come up with to fill out a party for people who kill everyone... sadly BW's own ambition kinda limits them now, come the resolution of the trology.
thane - terminal illness. tali - possibility of admiral position in the fleet. legion - returns to the geth hub. samara - continues as a justicar. grunt - goes to tuchunka. zaeed - mercenary. liara - hunting the shadow broker. ash/kaiden - still in the alliance.
the only ones "left" seemingly without purpose are garrus, miranda and jacob.
good dlc involving LI's etc. could soften the blow if they don't come back, though.
I thought I saw an interview where Casey said that the party members would be in the next one, stating that if they didn't then the suicide mission wouldn't have mattered as much, since losing members wouldn't have effected ME3 then.I think it was interview from IGN. I'll try to find it when I come back home, now I gotta go to get myself some new glasses.

No, LI DLC would be nice, but won't make up for, say, no Miranda as team member in ME3, not in the least.
