Leaving aside that it makes very little sense for Miranda to be a biotic at all, do we know what kind of implants she uses? I'm assuming she was retrofitted with an L5 at some point just before the game, but those seem to have just come out in 2185. She's a year older than Alenko, so it's possible she was an L2.
Its quite possible she was originally an L2 but was later upgraded. I doubt Miranda's father would be happy with the medical problems associated with L2 implants. I figure that when Miranda ran away she was quite possibly a L3-R.
Edit: Ugh more reading reveals that L3s came out in 2170. Assuming Miranda ran away at 16, theres a four year gap between her running away, and the L3s being available. So unless she got an experimental L3 the rest of this doesn't really add up. Then again the timeline is already completely rubbish....
Mass Effect Wiki - L3-R
L3-R. Short for 'L3-retrofit', this is an L1 or L2 who has undergone extremely dangerous brain surgery to replace their implant with a newer model.
This would also provide a possible explanation as to why she was the first child to be kept. Other possible candidates likely didn't survive the surgery.
Its likely that L3 was designed to be easier to upgrade and thus through Cerberus Miranda would've gotten the L4 implant when they became available, and eventually a L5n.

Miranda appears to be in her early-to-mid twenties, but is actually thirty-five. So, how old would she have appeared in her twenties? Same, or would she have been mistaken for a teen?
Same. I think Miranda would've grown at the normal rate for humans with the only difference being that she would look 20-something for 20-25 years. Growing up and aging are different things.
