Regarding the reason as to why the Shadow Broker is only observing Liara, and not killing her outright, I really do think and hope it is because of the data cache that Liara is now in possession of that details the full extent of the SB's deal with the Collectors, and that Liara is fully aware of how much the SB could possibly be assisting and the Reapers. The SB is desperate to recover this data, and can't kill Liara because without her he'll never be able to locate it.
I hope they give this whole arc some depth.

The Shadow Broker would let Liara go because if he kills her, he has absolutely no chance of recovering that data. Liara has probably hidden it away somewhere that she only knows. If Liara is killed, then that knowledge dies with her. He needs to be subtle, to use espionage. That's why he placed Nyxeris there, to covertly hunt for the data and the location in which Liara is keeping it.
Regarding the actual nature of the data, it's not so much as recovering it for himself, but to stop other parties from acquiring it. It may contain extremely sensitive information that could weaken his empire and position, and he can't run the risk of it remaining in someone else's hands. He needs to tie up all loose ends, and that means recovering that data from Liara.

Hopefully in the Liara DLC if we get the ability to comfort and console Liara, and rekindle the romance, Shepard will at last not be likebut will act a little more intimately to Liara, especially when she opens her heart.
I don't think I'll be able to handle Shepard acting like an emotionally deprived stone again.

I feel compelled to point out that this was not the case with the Kasumi DLC. The action/story ratio in that was more like 60/40. And the Overlord DLC is said to have emphasis on storytelling as well.
