That alone says something about whatever BioWare's cooking up for Liara. She has a better chance than the other 16 squadmates.
All I can answer to that is that I hope you're right. I won't hold my breath though. Not after ME 2, not after the changes inside the company. Yet as I said, even if her role in ME 3 is all we hoped for (and we hope for a lot, including for the writing to be better than that of the companions in ME 2), it would still neither explain nor excuse what they did in ME 2. Every amateur writer could do better if you told him "write me a short role for Liara that explains why she can't join Shepard".
There aren't many people asking BioWare their excuse for not including every new character in the ME2 squad in ME1 (Kasumi, Zaeed, Thane, Jack, Miranda, Jacob, Legion, Samara, Morinth, Mordin), so I'd still say Liara has the edge over the others when it comes to role in the entire trilogy.
