Biologically Asari would be Female given their reproductive systems.
However it is also a cultural distinction (seriously do not think writers thought this far ahead) that would cancel out Gender roles because the are Monogendered.
Cultural views regarding their reproduction and sexuality would make it seem to Liara that her liason with Femshep would not be a homosexual relationship because culturally that is how they reproduce.
However for Femshep, it would be a homosexual relationship.
Also regarding the "asexual" comment made by I think Casey Hudson... Asari reproduce in a weird way right? I've been thinking on this...

What is exactly transferred in the reproduction process. If it is ceromonial more than anything...

Nothing is transferred. The mother has bot sets of DNA...one is randomized/scrambled during the melding with the 'father' via voodoo magic.
I still have no idea why an asari couldn't do this herself, without the meld.
