Why wait so long time and let Liara become an actuel threat to SB empire? Why not just kill her while Shep is being rebuild?

Sources? Most likely TIM. I would think that Shepard may need a friend just as much as Liara will. Perhaps they will be friends together.
I've never got that message before. I wonder if it changes depending on your choice at the end? Did you destroy the base or keep it for TIM?

My guess is because she has the data Feron gave her, which proves his dealings with the Collectors, as well as his other dealings.

And the SB does not any backup data at all? Does he not have any USB sticks lying around? And still even if she had the data so what? Why not just kill her anyway?

Because, she might have insurance, where the data is released in her death. She might have copies that can be found. Yet nothing has happened, so chances are, she hasn't done anything yet. But the threat is still there. Thus, he watches her, till he finds it.

Maybe Liara place those data under care of trustworthy contact whit notice that if something will happened whit her (and i doubt that whit her current position her death wouldn't go unnoticed) those data should be revealed and SB still try to figured out who is in possesion of them?
it could be everyone:
Ash, Wrex, Tali, Councilor Anderson or even Aria...
Of course there are many other possibilites too and that might be a reason why Liara is still alive, because SB still didnt find that person (IF there is one).
