That's what I theorise, anyway.

Sources?  Most likely TIM.  I would think that Shepard may need a friend just as much as Liara will.  Perhaps they will be friends together.

I've never got that message before. I wonder if it changes depending on your choice at the end? Did you destroy the base or keep it for TIM?

I wondered that myself, but  yeah, I destroyed the base. 

Gave the base to TIM and got the same GN broadcast.  It's official.  TIM is a traitorous bastard.  Not that I had any doubts.

Just about everything is legal on Illium. The Alliance has no jurisdiction in the Terminus systems, nor are they welcome.

edit: Jack had a really intersting line about Illium... "This place is just one bad day away from becoming Omega"
