I always wondered what was up with Shepards hand about to touch Liara, then pulling away.
Liara pulls her head away before the 'touch' and shakes it for some reason.

There's a different and far deeper dynamic to Liara's guilt and fear over what happened with Shepard and handing the corpse over to Cerberus. It's affecting Liara in a far deeper manner, and this manifests itself in Liara feeling alot more uncomfortable with being intimate with Shepard, despite the fact that she wants to as she is the one to initiate the kiss.

hmm, those slow moving gifs really give you time to notice just how much the kiss is affecting her. Its actually quite sad.

Wow, I've never really noticed just how powerful and moving that sad, distant stare is after Liara turns her head away. Very touching, and poignant.
I wonder what L-Doc is thinking when she turns her head away?

Yeah, your on to something, putting the gifs side-by-side its much more clear how badly shes hurting during the kiss than the hug.

I know, muskett.
People have actually called me crazy in the past for this, and insist that there's no difference, but do you know that there are subtle variations in the Liara reunion scene dependant on whether you romanced her or not? I compared to two side-by-side using YouTube, and if you romanced Liara she seems a little warmer. There is less frowning, more smiling at Shepard. When she says that she can't join Shepard, it's more reluctant and apologetic compared to the more irritated and snappy response when she's not your LI.
I insist that there are these subtle differences in Liara's scenes in ME2!! People can call me crazy all they want, but I have analysed extensively!!
Seriously though, if you can, watch the two scenes side-by side yourself.

I know, muskett.Poor Liara, so sad, troubled and tormented.

yeah there was a difference in the two. Never paid attention to that until you mentioned it. The deep feelings Liara must be experiencing would be so painful, its really sad

Goddess, is Shepard aware of the manner in which Cerberus acquired her body? Does she hate me? Will she never want to see me again? Does she know that I was the one to hand her body over to Cerberus? She's going to hate me. She must utterly despise me. But I can't bare to live without her. I love her. I can't stay close to Shepard, as she may find out.

Basically, Liara would rather run the risk of having Shepard alive and well but hating her, than not having Shepard alive at all. She's willing to have Shepard alive, but disgusted with her as she prefers that Shepard is "there". I wonder if the fact that Shepard is alive does comfort her somewhat? The emotional pain would still be extremely intense, but the fact that Shepard still exists must be comforting to Liara on some level.
and thats what true love would be called, shows Liara's character.
