I could argue that neither one of them cares. Neither one of em talks about why they haven't tried to contact the other. Neither talked about their relationship, or lack of. Neither even talked about anything more then just business. Etc.
However, I'd give a point to Shepard, simple because he says the lines the make sense to me:
"God damn it Liara, I CAME TO TALK TO YOU!"
"You've been after the Shadow Broker for 2 years? Liara, THAT'S INSANE?!?!"
That kind of reinforces the original point, though. We're given jerkass Renegade and bland neutral dialogue options, but where's the concerned and caring Paragon option? It's completely absent.
Case in point. Shepard reunites with Liara, her lover, whom rushes over to her to kiss her, halfway through the kiss, Liara breaks off, shakes her head and turns away, sadly staring off into the distance, something clearly troubling her. Does Shepard ask her how she is? Ask her what's wrong? Ask her of her wellbeing? No, Shepard just sits down and gets to business, It sucks!
