Those questions are all strictly professional, no hint of emotional intimacy at all. Plus, Liara answers those questions. If Shepard had asked any questions about the romance or wanted to be intimate with Liara at all and she was still distant and evasive, then I could understand getting pissed at her. As it stands in ME2 though, she's always very honest and forthright about her hunt for the Shadow Broker and what she needs to do, because that's all Shepard asks her about.
It's only when we get the "Anger at the Shadow Broker" option that Shep finally asks something on a more personal and intimate level, rather than anything that's strictly business, to which Liara is always honest about.
I agree with Les....the meeting is very 'business-like' and most of that is due to Shepard's dialog being limited to simply asking how Liara's 'own work' is going. As I've mentioned before, Shepard getting angry at Liara is the only way to add some emotion into the scene, unfortunately.
I feel like rewriting that scene now
