I think, at worst, "cheaters" should be stuck wit their ME2 LI. If both LIs leave you, then you're being punished for preferring your ME2 choice. That's bad.
Well, I have 2 theories, and both have to do with the idea that both the Ash/Kaidan and Liara will be squadmates.
Here's one:
Considering Commander Shepard is famous, most likely his/her new romance is already on news. So when you recruit Ash/Kaidan and Liara, they already know. For people that didn't cheat, they'll still act a little hostile towards you (with Ash, it's because you might be a traitor, and with Liara it's because she wants to continue her hunt for the Shadow Broker, and you're in the way), but there will be some added lines. After doing some missions, they'll start to break down. Here's where things get split.
If you didn't cheat, they asked if you've moved on, and you say you haven't. They'll be surprised, considering the amount of time that has gone by. Then they'll ask if you still have feelings for them, and then bam, the romance begins.
For those that cheated, they'll say they heard you moved on, and that they're happy for you, but still sad. You then have the option ask them to stop, and be a romance again, in which a fight starts. Two things will happen. Either A) They say they can't, and walk away. Or

You talk them into it, but you ME2 LI finds out, and leaves the ship, and never comes back (goes with the dead scenario.)
