I think they've designed it, and their intention is that Liara's "I couldn't let you go" dialogue path is deliberately ambiguous, so that it can be applied to both romance and non-romanced Shepards. When Liara isn't your LI, it reveals that Liara still has strong feelings for Shepard regardless of reciprocation, and if Liara is your LI then it's a reaffirmation of the romance.
It's incredibly lazy, but that's what I think their intention is. It can be applied to both romance and non-romance Shepards.
