Yes indeedio. The Observer is there for just that, to observe. The shadow broker knowing exactly what Liara plans but choosing not to act as he himself is in no immediate danger, at the same time he wants to keep a close eye on his future investment...this makes sense to me

There could be a number of reasons. The writing leaves everything vague though.

Any self-respecting jacuzzi has enough room for five. It doesn't have to be at full capacity, but it has to be on the larger side to be a "real" jacuzzi.

Or maybe if the SB is working for the reapers (through indoctrination or otherwise) they could be baiting Liara to find the SB safehouse, because they know that once that happens. Shepard will be at Liara side, making it the perfect oppertunity to re-claim Shepard again.
So basicly when Liara and Shepard is deep inside the SB main base, they will be surrounded by the reapers evil minnions. Ending with Shepard getting captured, and Liara barely escaping. Harbinger will taunt Liara. Thanking her for playing her role perfectly in their grand scheme.
Would be ironic for the person to rescue Shepard from the reapers, to be the one handing him to them later.
