I think that Liara's apartment may actually be pretty vare and not very personalised at all, as I believe she doesn't use it that much and is only really resident there when she gets a few hours sleep a night. Liara probably spends the vast majority of her waking hours at her office, trying desperately to hunt down the Shadow Broker. She probably doesn't get much sleep either, and takes stimulants to keep herself awake and alert. That would explain why her pupils are dilated in ME2, and why she looks so stressed and haggard.
So yeah, I think Liara's apartment is probably a little bland, sterile and barren.

Exactly. Liara is so pained and tormented, I doubt she particularly cares about the aesthetics of her office or apartment.

I really wish Liara would personalise her office, though. Put some Prothean stuff in there, some asari art, anything.

She doesn't probably because she doesn't want to get comfortorable. Being an information broker is not how she plans on spending the rest of her life. It isn't who she wants to be, so she doesn't try to pretend.
And to others, it puts up an air of professionalism that I'm sure helps when dealing with clients who doubt her capabilites because of her age and relative inexperience at the job.

Painted and tormented, or developer laziness? Look at all of the paintings we can see in Kasumi's quarters, and at Donovan Hock's place. Did the textures for the paintings exist before the DLC? Either way, I find it hard to believe that in the span of two years, and despite her pain, she couldn't spend just a little money and a little time to personalize the place. So, I'm not pinning it on her character.
