Nah, he's correct. It is the path of financial logic they're walking (almost exclusively now, whereas back in the days they also cared a great deal about quality and polish).
That said, I disagree about the presumption. I think the shooter crowd will buy any DLC that gives them a new weapon and a few levels to shoot stuff. It's not as you'd need to play through the whole game again, guess why they put in the chance to continue playing after the finale. To let you experience what the galaxy has to say about your triumph in saving countless lives? Good luck finding someone who noticed.
There are still a fair number of us out there, I can imagine if BioWare were to give us one piece of DLC, it would be the Liara Expansion.
Even though they do have a shooter crowd, they still don't want to lose their RPG crowd.
There may be more shooter fans out there, but we also have the power of the almighty dollar behind us (or whatever money you use).
They could have it appeal to everyone if they did it properly.
They would probably put some combat in there, but they could keep the shooter fans busy with it while we enjoy the story.
