Redemption, as a comic miniseries, in and of itself, wasn't that bad. Taken out of the context of Liara's character, one could call it 'good'. But as a comic series about Liara? No, it was not done well by any stretch of the term.
But all things considered, I thought the beginning of the second issue was the best part of the series. I thought that had the best characterisation of Liara in the scenario of Redemption.

I don't read comics so I can't say what makes a good comic. After reading it. I felt like it was nothing more than a cash-in on desperate Liara fans looking for answers due to a terrible cameo in ME2. The ending was also downright insulting. "Continued in Mass effect 2"?! Yes. Because we all know how that's gonna turn out don't we?
The only part of the entire series that was decent was the start of part 2. As you said yourself.
