I've always interpreted Liara's line about letting the dead rest as her putting up token resistance, and an example of her lying to herself that she's doing it for Shepard's sake, as she says so in ME2.
She wanted Shepard revived. Badly.
I think she did only subconciously and it wasn't apparent to her at the time. Consciously, she thought that just putting the body to rest was the best thing and was the option she herself wanted. Of course, because of her subconscious desire for Shepard to return, she didn't put up much of a fight when Miranda informed her what they were actually planning to do with the body.
I then think, over time, Liara realized all of this about herself and her motivations, thus coming to the conclusion that she did what she did b/c she couldn't let Shepard go.
