I agree, Liara has absolutely no reason not to come, she could even find the Shadow Broker sooner if she was on the ship for one example. But it is a good thing she stayed on Illium, or else she would have had a chance of dying in the collector assault and having little to no role in ME3.

I've seen a few people mention this and that the dev's have emphasized it, i.e "Liara couldn't be with you in ME2 because she CAN NOT DIE due to her role in ME3." Phewy! Liara is a software, coded construct! 0's and 1's The dev's can "code" her as not dying. Why they just can't admit that she didn't fit into the story form they wanted to use (recruit mission, then loyalty mission) is weird.
Well, I guess they kind of did admit it by saying she cannot die due to ME3.
They can't really just come out and say something like that, with anything the devs say, you have to read between the lines.
Pretty much everything the devs say makes no sense unless you read it properly.
Even though they can code her as not being able to die there are still other problems to consider.
For one thing, you would have to fit it into the story as to why she survived when the story is already setup to be a suicide mission. Basically, it was probably simpler to keep her on Illium.
So far, it seems the devs did everything they could to keep her on Illium until after the main story.
If the Liara Expansion had already been done or the base story had been written when ME2 was in development, it could have fit the storyline to have her stay on Illium until the Expansion begins (then, at the end of it, she would stay on the Normandy).
