I need a moment to collect myself for a comprihensive summary of my reaction.

sorry to say this but it looks like she is an NPC, from the screen shots, still, just nice to see her out and about

Here we have the first view of Liara's new getup. This is going to be the outfit she'll be fighting in. Normally, I'd be concerned for her safety, but if Miranda can come out of the Suicide Mission in one piece, Liara will be fine.
A couple notes on her appearance; she seems to be lacking lipstick. Or maybe she's wearing blue lipstick. And her skin tone is no longer the gray-blue it was in her office in ME2.
And thanks to on high for no diving necklines.
This next one showcases the enemy we'll be fighting. Shadow Broker Commandos. Here's to betting the standard unit is labeled a “Shadow Trooper”. And now, look closely at this image, you'll see that Shepard is clearly holding a new assault rifle. And if you'll look just above his finely-sculpted Christmas Hams, you'll see something that looks like a new shotgun. It looks like it's based on geth technology, but that's just a guess.
And here we come to number three; the obligatory Hero Shot for the promotional department. Heh, Garrus, Liara, Tali. It's half the original team from ME1! Just like old times.
Now here they are clearly confronting someone. Or something (Yes, channling a little Garth Nix there). It also lets you have another, better, look at Liara's new outfit. Personally, I like it. I would've chosen a different secondary color for it other than blue, but I don't have a real problem with that. It definitely brings back feelings of nostalgia from the days where Liara was just a freelancing archaeologist loner, while also incorporating –I think-- elements of the profession she's been handling for the past two years.
If you'll look in the lower right corner of the screen, you'll see a body. A Shadow Broker Commando. An asari, if you look closely. My mind pondered the possibility that Nyxeris was just one of an army of clones just like her, but the crest is colored the wrong way. Don't ask me why this scenario came to mind.
Something to keep in mind that it seems to be just a random body. And there are never just random bodies during Mass Effect cutscenes. Especially in positions where it looks like the main characters would trip over it.
Oh, and this picture also gives you another great shot of Shepard's Christmas hams. Just puttin' that out there.
Now, in all these shots they've been in some sort of complex or bunker. Something the Shadow Broker is known to have – for those who read Redemption. And it's not in the best of shape either. The fires, smoke and crumbling ceiling kinda gave that one away.
My guess is; it's a large base of operations. And either the Normandy made a strafing run at it, or perhaps Liara's people did some damage before Shepard's team went in.

Also, in the second picture, if you blow it up, the hole in the wall shows buildings at night. So they migt be on Illium or the Citadel.

Good eye; you're right. Illium perhaps? That would be the obvious guess.

Hopefully the screen with Tali and Garrus is the start of the mission, then Liara joins your squad + another. It does look like Liara's office to me.
After that you bring Liara onto the Normandy and track down the Shadow Broker through many missions to many different worlds. With new Lialogue after each mission. :-)
