The Observer quest was meaningless (I think) and may only affect a line or two of DLC dialog.
You do learn during the 'quest' what Liara has done for Shepard at risk to her own life and she does say she'll notify Shepard if gets any kind of lead on the SB leaving the door open for this upcoming DLC, so I wouldn't say it was meaningless.

Especially considering the fact that the development staff have stated that a reason as to why Liara was absent from the ME2 squad was to ensure that she remain alive for ME3.

Yeah, Chud has confirmed that the reason as to why Ashley, Kaidan and Liara were not squadmates in ME2 was to ensure their survival into ME3, where they will obviously play important story roles and likely regain their squadmate status. Consequently, the surviving Alliance soldier and Liara will be guaranteed to survive the events of ME2, no matter what.

Pretty much except she leaves the door open for future contact when she says at the end " I'll contact you if I learn anything new" or something to that effect.

Indeed. The cameos were very poorly executed, but at least there is ME3 to look forward to. Oh, and Liara's DLC, of course.

I wonder how the Virmire survivor will react when he/she learns what's in Kasumi's greybox ? Perhaps it'll provide the motivation necessary to leave the Alliance and rejoin Shepard

I have wondered the same.
Well..there's no indication that they do know about it, though, their cameo was so short and terrible that even if they did know, it wasn't going to come up.
It is possible (and likely) that the Alliance does know that Liara is an information broker on Illium, given her former ties to them. I am sure someone in the Alliance has kept tabs on her over the past 2 years. They might also know that her target is the Shadow Broker.
Now, was this information passed to Ashley or Kaidan? I don't know. It might not be something they are privy to.
What would they think about it? I think both would be stunned at first (as most of us were) that Liara has moved away from her books and studies and is now leading a successful Information Broker business. I do know Kaidan saw Liara as the bookish type, telling Shepard that he prefers more adventurous women to Liara. I'm sure Ash saw her the same way, though I don't know of anything specific she ever mentions. They are probably both aware (from some events in ME1) that the Shadow Broker and its agents are bad news, so I think they would support Liara's hunt in spirit, and would be willing to support it by lending their guns or biotics if they didn't have commitments to the Alliance.

Yeah, interestingly enough, it seems Cerberus is more open to non-human aid than the Alliance is. Of course, Cerberus' end goal is more detrimental to non-humans that the Alliance's is.

Well look at Retribution. TIM asked for Aria's help, it does show that while TIM wants humanity to be powerful, he knows that sometimes he will need help from thje aliens.
Also about Liara andt he trust thing, I always thought it was TIM messing atound with Shepards head.

I think if TIM is helping Liara with her hunt for the SB one more reason to lie to Shepard because if Shepard convince Liara to join him all the effort to hunt the SB will be for nothing and he already has one team for Shepard so TIM don't want Liara on the team because he want her to hunt the SB and he would also not want that Shepard got distracted from his misson or even help Liara in her misson and leave his misson while he help Liara.
