Garrus doesn't need any convincing to sign up for Shep's suicide run. To describe him as a merc is just... innacurate.
In fact, besides Zaeed, I'm not sure how any of your crew in ME2 are mercs. Maybe we're defining the word differently?
If Archangel wasnt on the list, Garrus would have remained on Omega and been killed by the mercs. You talk like he heard the news about Shepard and tracked him down. The only reason Garrus is in the game is because TIM thought recruiting his alter-ego on omega would be a good idea. Just because he gets pally with Shepard once they meet doesnt change that.
Sorry, he just got sick of the politicking on the citadel and went to wage a guerilla war on omega that got a lot of innocent and guilty people killed for his own sense of satisfaction. Just because he doesnt get paid doesnt change any of this.

Again, Im not sure if the lack of funds being transferred is making you disagree on that basis alone. Even if they dont require payment through cash, most of them extract payment through favours in their loyalty missions.
I dont think Garrus' role in ME2 is anywhere near in depth enough to justify the kind of supposed friendship people often attribute to him in ME2. In fact, Id go so far as to guess that he was a last minute fanservice shoe in given how poor his dialogue is. Like Tali, hes nothing but a romance when it gets down to it.
Either way, it doesnt change the fact that Id be glad to see him cameod in ME3 like he deserves. He played a part in ME1, got added into ME2 as almost pure fanservice - now its time to give up his position either for other characters to get a second shot as squadmate, or to make way for new faces. Hopefully Bioware are going for a much more story oriented approach with ME3, with a smaller, better developed squad who play a much, much bigger role in it. That, quite frankly, leaves no room for the likes of Garrus, Tali, Kasumi, Zaeed etc. I think the best thing for them now is a worthwhile supporting role the likes of which Wrex has. When it comes to release, the so called "riots" expected by some people wont be happening, because it doesnt work that way. In a year or mores time people will be far more interested in the new additions as opposed to shoehorning in a squadmate who is dead for plenty of players.
Anyway, while the issue of ME2 squadmates making it into ME3 as squadmates is relevant because of the impact it would have on Liaras chances, I think this has become a bit too Garrus oriented. Ive made my points and backed them up with what transpires in game, and its clear we have simply come to different conclusions. I dont want to see Garrus get a reduced role out of spite - I just think its the right way to go. Maybe they will bring him back as a squadmate (and I dread to think how poor his character would be because of that), but he wasnt "saved for ME3", and in my books that means he now deserves a supporting role over staying as a squadmate. They had to reintroduce Garrus in ME2, and even then his character was based heavily around past history. A second game like that and he wont be much use for ME3 players. Better to now focus on characters that can be introduced or reintroduced more easily than Garrus or Tali could be, and who are also a much safer bet in terms of not being dead.
