About character development: the problem is that her motivations in ME2 really don't make any sense if you think about them for 10 seconds.
She's either attempting to avenge her lover (or obsession) Shepard, even though Shepard is standing in her office. Or she's attempting to avenge someone she barely knew and barely liked (from the comics it's pretty clear she only cares about Feron inasmuch as he can help her get to Shepard). Both possibilities are incredibly weak motivations for a 2 year ruthless vendetta (especially given her characterization in ME1).
I think it's much more than that, but they haven't revealed it as it would spoil LotSB for us.

One of the reviews does hint at this.

I have a feeling they'll make her the "new" shadow broker, but I think that's weak. An interesting possibility would be for Shepard and Liara to start their own organization as an anti-cerberus. The Shadow Broker info center can be your base, Feron can be your info source. If your crew survives the suicide mission you've already got a bunch of loyal and powerful staff members. Would also be a way to include all the ME2 characters in Shepard's story without making them squad members.
Yes, I don't see Liara becoming
The Next Shadow Broker but her own info network may rise to become very powerful in the wake of the SB's empire falling.

Even if she cannot join right away, as she may have to sift through the SB's data and deal with dismantling this empire first, this doesn't mean she won't be able to join Shepard when this is all over.
