Well, I don't know about this. This all has to work for non-romanced Liara too. I personally think that Liara will be the main quest giver for ME3, but that she will join you as a squad mate towards the end of the game, and that's when Feron will momentarily take over the biz. Thus, Liara would be similar to Legion, in that she's a late squad mate that you pick up.

Sheaprd arrives on the Shadow Broker Ship...going to see Liara.
Liara: "Shepard! Good to see you!"
Shepard: "Ok Liara we got everything we need. We're ready for the final battle. I dont know what else you could do here...thats why I'm asking you: will you fight one my side? In those final hours I couldnt be more glad to fight with people on my side who I trust and respect!"
Liara: "Ugh" *holds her stomach* "Ahhh"
Shepard: "Liara is everything alright?!"
Liara: "This sudden pain in my stomach!"
"I...I'm sorry. But I think you have to go without me. I dont feel so good.But....But I will stay here and make sure everything is alright!"
Shepard: "I could bring up to the normandy...Im sure Chakwas and Mordin could fix you up in..."
Liara: "No no no...you ehm...you better hurry to the fleet. I dont wanna hold you of or make you worry...I'l wait here for you. "
Shepard: "ehhh....okaay. Well, see you soon then I guess." *kisses Liara goodby*
lol just cant get this out of my head...Liara faking illness...like a child that doesnt want to do the math test

Regardless, I'm almost certain that Liara will be able to reform the Shadow Broker network prior to ME3's epilogue. That way, she would be able to hand it over to a suitable successor that would maintain the status quo of the reformed organisation, and use it for the power of good.

Well, if Liara is going to be a main character in ME3 with plenty of screentime, which is to be expected considering her new role, then it stands to reason that we will be interacting with her on a regular basis, which facilitates plenty of intimate, tender and romantic dialogue with Liara, and a chance to allow her character and romance to develop accordingly. I'm eagerly anticipating ME3, and can't wait to see how Liara's character and romance will be incorporated into the game.

It's true. Seems like Liara is still shocked by Shepard's death, also after 2 years, and now she absolutely doesn't want to be hurt again. Anyway, we saw how Liara is good at working under pressure, she first recovered Shepard's body, and then fought against the shadow broker for having the work she've ever dreamed. But, talking about the love, i have the impression that Liara in LotSB has only revealed the 1% of the love she has for Shepard, because she don't want to be destroyed by Shepard's death. Maybe this is also the reason why she choose to remain on SB's ship, i'm sure that in ME3 she will be available as a squadmate, and we will be able to see a VERY DEEP romance scene. This is why there is the final quote about marriage and children. I think that Liara's wedding will be the only one we'll see on the Mass Effect trilogy.
